The OTA Loop as Attack Surface

Over-the-air update channels that fix fleets and can also break them.

OTA software fixes covered 25.7% of China's recalled vehicles in 2025, but only about 2.9% of US recalled vehicles from 2021 to 2025. Tesla is the outlier at 99% OTA, and China now requires filing and user consent before an update.

Recalled vehicles fixed over the air: Tesla, 2024 99.2%; China, all makers, 2025 25.7%; US, all makers, 2021 to 2025 2.9%. Registry

Two registry incidents involve the OTA loop

Registry incidents meet a stricter bar than the cases above: public sources name the developer, the failed control and who found it.
